Beth Kohler is the CEO of the Arizona Association of Health Plans and an independent health policy and operational consultant. Beth has 25 years of experience in various roles in the Arizona health care sector and state government. She was previously the Deputy Director of AHCCCS, leading the implementation of the Affordable Care Act and system delivery transformation efforts.  Beth has also served as the Deputy Policy Director and Health and Human Services Policy Advisor in the Arizona Governor’s Office and as a senior fiscal and health policy advisor for the Arizona Legislature.

Kate McEvoy, Esq.
Executive Director , National Association of Medicaid Directors

Kate McEvoy is the Executive Director of the National Association of Medicaid Directors. An elder law attorney by training, Kate’s early career centered on advocacy, regional planning, grant-making and direct services for older adults and people with disabilities through the Connecticut Association of Area Agencies on Aging. Prior to joining NAMD, she was the long-time Director of Health Services for Connecticut’s Department of Social Services, where she led Medicaid, CHIP, long-term services and supports, and implementation of Affordable Care Act initiatives including Connecticut’s Medicaid expansion. Kate also served as past President and Vice President of NAMD’s Board of Directors. Kate holds a J.D. from the University of Connecticut School of Law and a B.A. in English and Economics from Oberlin College, is a graduate of the Medicaid Leadership Institute, and is the author of journal articles on elder law and end-of-life care as well as the treatise Connecticut Elder Law.

Michelle Norris
Principal, N-Sights Consulting, LLC

Michelle Norris began her consulting work as N-Sights Consulting, LLC, in January 2024. Her recent clients have included a national health care insurance plan; a national real estate advocacy organization; a national affordable housing syndicator; a housing finance agency; an Ohio-based non-profit focused on older adults and her former firm, National Church Residences. Her primary focus is on providing education, strategy and thought leadership in the areas of affordable housing and services especially for the older adult population. Ms. Norris brings to her consulting practice the knowledge and experience of a 30-year career with National Church Residences, an industry leader in affordable housing for older adults, most recently as Executive Vice President of External Affairs and Strategic Partnerships. Ms. Norris currently serves as chair of the board for the Corporation for Supportive Housing (CSH).

Michelle Schneidermann, MD
Director, People-Centered Care, California Health Care Foundation

Dr. Michelle Schneidermann is director of the California Health Care Foundation’s People-Centered Care team, where she leads efforts to improve care for Californians with complex needs, including older adults, people experiencing homelessness, and people with behavioral health conditions. Previously, she served as a medical director at Alameda Alliance for Health, a Medi-Cal managed care plan, and before that spent 15 years as a clinical professor and physician leader at UCSF, where she was the founding medical director of San Francisco’s Medical Respite and Sobering Center. She serves as a commissioner for Alameda County Health Care for the Homeless and received her medical degree from the Warren Alpert Medical School at Brown University.

Ann Oshel
Senior Vice President, Community Innovation and Impact, Alliance Health

Ann Oshel is the Senior Vice President of Community Innovation and Impact for Alliance Health, bringing more than 30 years of experience in behavioral health, community collaboration, and systems transformation. In her current role, she leads a broad portfolio of community initiatives and strategic partnerships focused on justice-involved populations, System of Care implementation, social drivers of health, housing stability, and homelessness prevention. She was named the 2020 “Making a Difference” Award recipient by the Association for Community Affiliated Plans (ACAP) and received the 2026 Community Outreach Healthcare Award from the Triangle Business Journal for her outstanding contributions to community health and impact.
